The Oak Ridge National Laboratory (ORNL) Chemical Security Assessment Tool (CSAT) Risk Analysis Team has been assisting U.S. Department of Homeland Security (DHS) Infrastructure Security Compliance Division (ISCD) Intel Liaisons with extracting information regarding current cyber security threats. Tim Rhyne, Risk Analysis Team Lead, and team researcher, Kris Daley, analyze data in the CSAT system to identify specific terms related to those threats. CSAT data includes information from both current and historical surveys, such as Security Vulnerability Assessments (SVAs) and Site Security Plans (SSPs), that have been input by designated chemical facility personnel. When an issue of concern is found, the liaisons alert ISCD management. Results of interest also are forwarded to the DHS Cyber Security Division and/or other specified agencies. ISCD can then contact affected facilities to ensure that proper protective actions are taken.
Representatives of U.S. chemical facilities possessing certain chemicals in excess of published threshold quantities are required to submit to DHS their chemical inventory and other information via IP–based Top-Screen surveys. Data from Top-Screens are used to determine risk potential from natural disasters and terrorist activity. Facilities determined to be at risk by the CSAT system also are required to provide security information by completing SVAs and SSPs. These data are now being screened by Risk Analysis researchers to extract information on cyber security threats.
