ORNL's CISA Helping to Protect Nation's Chemical Facilities

The Oak Ridge National Laboratory (ORNL) Center for Infrastructure Security Analysis (CISA) Program was founded in 2007 to support the U.S. Department of Homeland Security’s efforts to reduce vulnerability to intentional acts intended to harm U.S. Critical Infrastructure and Key Resources, pursuant to 6 CFR Part 27, Chemical Facility Anti-Terrorism Standards (CFATS) Final Rule.  The CISA Program provides chemical facility security assurance through the operation of the Chemical Security Assessment Tool (CSAT), and supporting systems to collect, manage, and analyze data on chemicals of interest at more than 60,000 facilities in the United States and U.S. territories.

The Department of Homeland Security (DHS) utilizes the Department of Energy (DOE) National Laboratories to perform research and development in the national interest.  The National Laboratories’ role in working with the office of DHS is to render cutting-edge technologies and methodologies.  ORNL provides expert capabilities and secure infrastructure for handling regulatory data, with information protection requirements established both in the statute and implementing regulations.

ORNL provides inspired, leading-edge subject matter experts (SMEs) in data systems prototyping, data systems engineering, data systems development, data integration, risk analysis, quality assurance, geospatial correction, data analysis, reporting, system hosting, and user services support.

CISA Program SMEs utilize agile software development methodologies to create adaptable, highly-customizable, IP-based knowledge discovery and visualization systems to manage and quickly deliver information needed by analysts, inspectors, DHS decision-makers, and members of Congress.

Approximately 3500 high-risk facilities have been identified to date.  All high-risk facilities have completed authorization and approval of customized Site Security Plans meeting risk-based performance standards established by DHS.
